clearing and re-ordering pay elements for new year

Our pay elements are extensive, dis-jointed and no longer work well for us.  I would like to re-order these.  I believe that only those numbered up to No 20 appear on reports, we have up to no 66 with the later ones being of more use.   Also not all numbers are used i.e 6-9 and 24-29 etc are not in use.  However it does not appear that you can choose a number when setting up a pay element.  I appreciate you have to remove pay elements in use by an employee to delete these and have done this for those that we have not used in some time.

My query is;- if I remove all associations and then delete all the pay elements before re-inputting them in a better order, if I were to need a report in some prior year, would the old pay elements still appear or would that historical information no longer be available?  Also is there any other reasons that completely clearing and starting again for the new year not be a great idea?
