Enhanced Reporting Submission Error 2406

When submitting an Enhanced Reporting Submission to Revenue I get the following error 'an enhanced reporting submission requires at least one benefit to submit or delete'  The Sage help page lists this as error 2406 but I cannot find the solution.

    Hi Marian,

    Thanks for using Community Hub.

    This message appears in one of two scenarios, either:

    You haven't processed any expenses so the software is trying to submit a zero value.

    Or:

    You're trying to resubmit without making any changes to the submission.
