It is not required on the CRM server, no, but it is required on some server in the network.

However, I can tell you from performing hundreds of these integrations that it's easier to setup and manage the integration if you do install/configure web deploy on the CRM server.

Additionally, in my experience, unless there is a strong reason to do otherwise, most of my clients prefer to only have the single web server.
