I have recently created a workflow for our company's opportunity section and can't work out what I've done wrong.

I have put together a working string, but teh option for budget proposal submitted seems to supercede the option for "Quote Submitted" and force the system to completely ignore that option at every stage.

Any ideas would be greatly appreciated.
