Change the security profile to exclude rights to view Lead records. If a user can not see any Lead records then the options will disappear from the menus.

Tried that Jeff, but still see the Leads Tab.

OK, my next cunning plan...

In the admin screens, when you look at the definition of a tab group, you will see that individual tabs had an SQL clause next to them. Add 1=2 against the Lead tab and then no one will see the Lead tab again. It isn't deleted just suppressed.
