After Upgraded Sage CRM From (7.1) to (2017 R3.1), the Main Menu Items not appear as in the bellow Image.
Can any one help me ??

I notice that all the bits that are missing from the menu bar are those that are rendered at runtime by React.js - the 'history' and 'favourites' icons are still there, and they aren't drawn by React so maybe there's a clue.
Can you try a different browser (I'd suggest Chrome) and see how that looks? I know there were various issue with React on IE, but let's see how a different browser works before we go down that route.

The menu appearance is determined by cascading style sheets and some additional files like javascript libraries. These may be cached on your machine or they maybe cached on the gateway.
Another reason is that they are being blocked from being loaded.
If you use Chrome and view the page source you will see and
If the files can't be reached then perhaps you need to add the CRM URL into your trusted sites.
