Just wondering. Are the rules that you are trying to drag and drop 'enabled'?

If it is a browser thing then try in Chrome.

I would just click the buttons on the right hand side action menu. Create a new state. Then create a new rule. And then drag each into the workflow.

I'm just trying to drag on "New Rule" and "New State". When dragging them it seems to show it is going to drop and you let go and then nothing happens. I appreciate this might be a browser thing but we have IE 11 configured to run in compatibility mode.

Ahh, sorted it. I was an idiot :)

Can't drag straight from new rule or new state and then have it open the screen. Got to create the new rules and states and then drag them on. Give me a break, it's been 6 years or more since I did any workflow!

Thanks Jeff, your comment about "is it enabled" made me think a bit more about it. I also dug out the sys admin guide for 7.1.

Yep, that was it. The browser was fine!
