Tax Exemption window. Tax code and description change values after data is entered is this normal?

Customer Maintenance -> Enter a customer number -> select "Exemptions" by "Tax Schedule". The first line reads "CITY", "City", blank. If a data value is entered into the third column labeled "Exemption Number" the first two change from City to State. There are also what looks like some visual oddities in the "Tax Exemptions Maintenance" window. When scrolling data will display but either move or shift into place. I have seen this take place on two different workstations.

    We have been experiencing the funky line one issue for years. I don't recall in which version I first spotted it, but it still happens in 2019.

    It is not just a visual quirk. Whenever it happens, I always go back to line one & retype the exemption number after filling it in for the rest of the schedule. That seems to reset it. Otherwise, I risk having the exemption number not save for that line. I have never seen this behavior for any line of the schedule other than the first one.

    As for your scrolling issue, that does not ring a bell but I will try to pay attention.
