If you are referring to the Business Object Interface, then no you do not need to be certified to access that. We do reccomend the Object InterfaceTraining class but even that is not required. BOI is built-in to Sage 100 ERP and is available to all users.
There is Development Partner certification available for Sage 100 but that is not a requirement to use BOI.

The business object is not a web API if that is what you are looking for.
It can be utilized by any workstation that has accessed to the sage 100 install by using a language like VBScript to initiate the session object and go from there.
It can also be utilized by various event scripts within sage 100 using VBScript.
As already mentioned, you may want to consider taking the course.
There is also "scripting.docx" document floating around, I believe it can be found in the KB and also on this forum. Try searching for it, it should give you a slightly better understanding of the BOI and what you can do with it.
