You can set up a deduction code with a limit that can be applied to employees or will come in when setting up employee deduction manually. However, it can be changed in both deduction code maintenance and reapplied or in employee maintenance. Tom is correct with Payroll upgrade security will be enhanced greatly compared to the legacy versions.

Regarding the limit, is this set globally by the deduction code? Our concern is someone forgetting to set the goal when setting up a salary advance or something like that so then the deduction keeps coming out in perpetuity.

It defaults to the limit in the deduction code, but can be changed in employee maintenance. If the limit is greater than the employee's limit, it will continue to deduct if not changed in the employee maintenance.
