Bank Feeds "automated queries" error

Client is attempting to connect to Bank Feeds for the first time.  Of course it's not going well.  Apparently got past the first screen, now he's getting

TRY AGAIN LATER.  Your computer or network may be sending automated queries.  To protect our users, we can't process your request right now.

At such a loss on helping clients, since we can't play with it as resellers.
