Once you have inactivated a vendor, can it be reactivated or do you need to make a new vendor?

Inactive is not a permanent setting. Vendor Status can be changed back to Active later.

Thank you, when you are searching anywhere that you search for a vendor, does that only search active vendors? Or how would you change it to search all vendors.

By default when searching you will see ALL vendors. You can edit the ALE to show only active vendors if you like.

There is a setting in Company Maintenance/Preferences to Display Inactive Vendors in ALE lookups. Note there is also an option for Inactive Customers.
