I guess I left out the most important part of the post - the instructions are not the same for all customers.

Along with what's already been said, you could use a Customer Memo for the shipping instructions and then add the memo to the form using a subreport.  Link the subreport by division and customer.  If you use the same memo code for each customer, you can add record selection criteria to the subreport to only show the shipping instructions memo data.
