If you are asking about using the Sage 100 Business Object Interface (BOI), then you DO NOT need to be a Sage Certified Developer. BOI is built in to Sage 100 and is available like any other product feature.  You can use BOI or do scripting through the Customizer Module depending on the business need.

If you are new to BOI or scripting Sage does recommend some training classes that are helpful in getting started.  These are the Data File Structures course and the Business Object Interface course.  Both are available from Sage University (www.sageu.com)
