Prevent Shipping of Qty > on hand

I'm not sure why I'm having trouble with this, but does anyone know how we can prevent the shipping/invoicing of an item if qty on hand = 0?

Thanks. I should have mentioned that part of the 'trouble' I'm having with this is that I've already tried unchecking that but I'm still able to over ship while testing. I was expecting to be stopped as soon as I populated a ship qty of 1:
