RMA: Is it possible to auto-calculate restocking Fee when cust action is Replacement?

Question

RMA Options are setup to calculate restocking fees. If my Cust action = Credit, then the restocking fee is correctly calculated and added to the Sales Credit Memo, however if Cust action = Replacement, then the restocking fee will not auto recalculate. I can manually enter it on the RMA and it will copy to my Sales Credit Memo, but I want it to auto-calculate. 
 Scenario: Customer wants a different item, they changed their mind. I am going to do a replacement SO to charge them for new item and then do a CM for the returned item with restocking fee.

The coding only calculates restocking charges if header is checked to allow restocking charges, item is a regular item, customer action of credit, not drop shipped and there is a quantity to return. Perhaps a suggestion for ideas site to have a way to calculate recstocking charges for replacements, perhaps module option, line option in return or based on return reason code.
