Hi Justin, 

1. The Report Viewer is a per workstation license so you would need a license for each user's computer.  It is not a required license but it is useful for those who wish to run reports themselves - self-serve - and for those who want to drill-down to supporting data such as the transactional level of financial reports.  When a report is distributed the recipient cannot drill-down which helps the company with controlling who can see this data. 

2. Administrator will have access to all modules.  Report Manager user will have access only to it, etc.  The Report Designer is a site license, however the license enables the use of the Report Designer report which includes the Task Pane (Excel Add-In).  The Task Pane is used to create Financial Reports.  I've added a link to videos that explain how to use the Report Designer. https://learning.sageintelligence.com/sage-100-intermediate/visual-learning/ and a document https://learning.sageintelligence.com/wp-content/uploads/2016/12/141120-Sage-100-2015-IntelligenceReporting-Report-Designer-User-Guide-DH.pdf

3. unless this has changed, the Financials team is equipped to handle Sage Intelligence questions.  There are very experienced analysts who can help.

Thanks so much for the detailed answers.  Just curious - when you say the Report Designer is a site license, does that any number of users in the company can be accessing the report designer concurrently?

Yes, if they have a license for Report Manager or Viewer and they are given permission to run the Report Designer reports.
