You can set up a lookup in User Lookup Wizard (under Library Master| Main), remove ItemCost and lock that customization.  This won't prevent exporting to Excel, but they cannot add that field to the lookup.

There is amodule option in role maintenance that restricts ability to export to excel which I think was added in 2015.

Module Options tab | Library Master | Allow export to excel from lookups/grids.

Hang in there.  You will have it after the upgrade.

I gave it a try, but they already have existing customizations on their worksation with standard cost, so I think I'm out of luck until I can upgrade them to 2017.
