How to create custom UDFs in PO or SO memo?

We are in version 2016, and want to customize the memo in both Sales Orders and Purchase Orders. I see an old post from 2010, but no further information on this or if it is even possible on today's versions.

We want to add a few items; text boxes, drop downs and date fields

Adding UDF's to memo tables: yes.

Customizing the memo panels: no.

Kevin, where do we find these memos in customizer for SO and PO?

You don't. That is the problem. Those panels are not available in Customizer (from what I have determined when looking in the past).

The memo tables are available in UDF/UDT maintenance, but as far as I can tell the memo panels can only be edited by a Master Developer.
