First I created a Word doc with all the legal verbiage we require and then copied the entire document. In the Report Footer I added a text box and in that box I pasted everything I copied from the Word doc.

If using a form (like SO printing), I'd go with a group footer, so it would be included for each SO when printing more than one order.
Actually, I think the standard forms print sales order totals and other summary data in a Page Footer section. The standard sales order form uses Page Footer C and has conditional suppression logic to print this section at the end of each sales order.
Yes, but we often have to move things out of the Page footer sections into Group footer sections, when dealing with certain kinds of customizations. (Those conditional suppression formulas can be difficult to work with).
