Restrict access to standard report settings?

Is there a way to restrict access to standard report settings while allowing employees access to custom settings? We recently upgraded to 2018 and use the Job Cost Module. The Job transaction detail report is something we use frequently but since we upgraded, this report is showing unit quantity and unit cost for labor transactions. That equates to payroll information and is restricted in our company. I can create a setting in which the Unit quantity and cost are removed from the report so it only shows the totals but I can't figure out how to allow people access to the custom setting without allowing access to the standard. I've always been told that the standard reports should not be modified, does anyone know a way around this?

    For framework reports and forms can provide an override version by putting the RPT into the MAS_SYSTEM\Reports directory, within a folder named for the printing function (but not within a form code / report setting sub-folder). 

    This will be used as long as there is no higher priority file (e.g. company specific, form code specific...), effectively providing an override without editing anything in \MAS90\Reports\
