Is this Sage 100? What version and what module.

What exactly are you doing, and when are you seeing the Template Expert being disabled?

Sage 100 2015. writing report pulling open invoice information, I'm not sure if they used the report wizard to design the report. Select Report menu and about half way you will see the Template Expert which is grayed out.

Honestly I never use the Report Wizard because it uses too many tables. If you are pulling open invoice information you can just use Excel and pull the data from the AR.OpenInvoice file without having to write a report.

Not using BIR. Using the wizard in crystal where you write a report exactly as a blank report but you are guided through the steps and at the last step you have the option to attach a predesigned template. The question is specifically about using the template expert not about creating the report. Thanks

Interesting. Never looked at that item, but it appears to be the same thing as the last item when using the report wizard in crystal.

Is it only greyed out when you look at this specific report or is it greyed out for other reports?

You are using SAP Crystal Reports for 2011?

Please note,  it doesn't look like the template expert allows you to edit a template,  only apply predefined templates.   There might be some way to do this, but I don't think it is there.

I did spot some youtube videos and other pages talking about creating templates, but that doesn't really answer why the option is greyed out.

I did as well. I brought a different report that I had with a template applied and I was able to access the Template Expert. Perhaps it was an anomaly

Are you not seeing the Template Expert in the Report Wizard, or after you have created the report (Report menu - Template Expert). If it's only disabled in the Report Wizard, you can always try applying the template after clicking Finish in the Report Wizard.
