Role Maintenance - Tasks screen - Library Master - Maintenance / Data Entry - User Settings.

Ok, so now they can get into the ribbon.
When the put in their user name, password, click setting and chose standard. What do I have to give them permission to get to the theme box? I went into the Role and chose Theme Maintenance. Then had them log out and back in but it still does not open that option to them.

There are a couple of Role settings related to Themes in Sage 100:

Role Maintenance, Tasks, Maintenance/Data Entry, Theme Maintenance.
Role Maintenance, Security Events, Library Master, "Allow to Modify Theme in User Settings".

If the 2nd setting is not selected, you cannot change Theme from the Settings button at login screen.

In latest Sage 100 version, you can do Search in Role Maintenance and type Theme and it will show you which role settings are related to that keyword.

So I knew if I asked, I would find it.
Role Maintenance> 2. Security Eventy> Library Master> Allow to Modify Theme in User Settings
