Not all Windows printers showing up

We run Sage 100 2017 Advanced. Sage 100 runs as an application on a Server 2012 R2 x64 virtual machine and the application is accessed from a pair of Server 2016 x64 Remote Desktop Services servers (also virtual) in a load balanced farm. Printers are deployed from a Windows 2012 R2 x64 print server via "Print Management" and then installed on the RDS servers via Group Policy, permissions granted to the printers via Security Groups.

The issue is that sometimes when users log into the RDS farm and then launch Sage 100, they will either only have Deferred and Export for printers or they'll have a couple of their Windows printers show up but not others, despite all of those printers being available from other applications (BarTender, Word, Notepad, etc.) and a valid default printer being set. Closing out of Sage 100 and relaunching it and logging in sometimes resolves the issue and sometimes does not. Restarting the Print Spooler sometimes resolved the issue and sometimes does not. Also they can preview the print job in Crystal Reports and then print from there without any issues.

I cannot figure out why this is happening and I am struggling to find a least common denominator that could be causing it. Nothing is being logged in Event Viewer and Sage 100 does not show any errors. Printer drivers are installed from the Print Server which uses a central repository so the driver versions are 100% consistent across the board. There are certain users with the exact same printer access as others that never have the problem and some that seem to have issues daily, so I do not believe it is printer permission related. Also, access to the MAS90 folder is done via 1 security group which maps the drive and provides Windows permissions, so that is all consistent.

My only theory is that some people log into their local computers with AD account A, and then into the RDS farm with AD account B, and then into Sage as 1 of maybe 5 logins that could use the computer. Most other people use the same computer, Windows login, and Sage login all of the time. These are the people that report the issues the most, but they are also the people who use printing the most (shipping department).
