Sage 100 2018 Tax Profile Maintenance "...must have access to all departments in all companies..."

So I am racking my brain on this, I have Admin rights to all companies on my list, I double checked all check boxes in Role Maintenance, yet I still cannot access Payroll > Setup > Tax Profile Maintenance. Gives me, "To access this task, you must have access to all departments in all companies and to Tax Profile Maintenance in all companies."

Please if someone could give me an insight on what I missed, would be very helpful.

    I found my answer, turns out I had a company listed that was secured more, so I just temporarily removed that company and now I can access it.

    But if any have any idea what File i need to edit to remove that security, I'd be grateful. I already edited DepartmentSecurity.M4T but that did not fix the issue.
