Uninstall and reinstall the pdf converter. Uncheck the "use lock file" checkbox. Make sure you have a Sage Port and pdf converter is assigned to the Sage port.

Do the registry changes then a workstation repair / reinstall.  WU resets the permissions on the registry key where Paperless settings are stored.  Sage KB article on the subject:

The KB above is the correct answer.  Do NOT uncheck use Lockfile and it is unnecessary to change the port name, leave the port at it's default of NUL.
