Company Maintenance (and other tasks) will not open on a Windows Server 2019 Standard (VM)

This is a new installation of Sage 100 Standard 2022, with PU 2. The installation went smoothly, as did applying PU 2. The migration from a copy of their 2020 system went through without a hitch (at that point I didn't know Company Maintenance wouldn't open). After the migration is when I discovered Company Maint would not open. The tasks seems to attempt to start up, with a little blip on the Taskbar, but it never opens. There is a 2nd PVXWIN32 processes created, and no other task will open until I kill the task.

Things I've tried:
A. Totally disabled A/V.
B. Uninstalled and reinstalled Sage 100.
C. Reapplied PU 2.
D. Applied PU 3.
E. Ran it through PVXWIN32 directly (MAS90 mode).
F. Tried various Compatibility Modes (Win 7, Win 8, Win XP).

From a workstation perpective, the Win 10 PCs appear to have connected just fine. I was able to open Company Maintenance on a workstation and convert the data, but this is really baffling to me and I like to have a fully functioning workstation on the server for when I need to perform maintenance.

Not sure of the relevance, but here are a couple other things that don't appear to be working correctly:
1. Many other tasks won't open, buy many will. Once a task locks up, no new tasks will open until the PVXWIN32 process is killed.
2. Sometimes Sage 100 will close gracefully, other times it won't.
3. MASCRCW.exe won't populate
