Try going to tax profile maintenance and editing a profile. In most cases, if there is data entry in progress this will identify it.

This is a new feature in PR 2.20.1 to check payroll data entry to insure there is NO data entry in process when installing the Payroll Tax Updates.  Tax Profile always had this checking and would not let you change a profile if that profile was in use in data entry.  Issues had been encountered with the System Tax Tables in prior versions.  The new feature requires you to clear or update payroll data entry so the files are not in use when the payroll tax update is attempting to update them.

Good Question as there are situations that Time Track Entry is involved in processes.

Time Track Entries can exist and are not considered payroll data entry in process until they are brought into a paycycle.

If you are getting the message when trying to do payroll tax update yet you have cleared the paycycle, there may be something else going on.  Are all users out of all Payroll tasks?  If yes, there may be a ghost user.  Check Master Console.  Confirm there are no pvxwin.32 tasks in use.  kb 41722 may help.  Private message me with screenshot of error if these things do not work.  Otherwise, you may need to open support ticket for further troubleshooting.
