In previous versions of payroll a user could enter payroll for the next quarter even though the current quarter was not closed.  They would have to close the quarter before they could update the payroll check register.  We have clients that need the ability to enter their payroll in even though the quarter is not closed.  Had this ability been removed?  I tested on my system and I get the same message they do.

If it has been removed, it would be nice to have it back.  There are circumstances that the payroll clerk does need to enter time even though the quarter hasn't been closed yet.
