Question about memo's displaying..

I have a few users where the memo's are not displaying for them but are for others. I have compared roles for a user that wont display and one that does display they appear to be the same. I checked within Role Maintenance as well as Memo Manager Maintenance. 

Also. noticed that within the editing/creation of memo there are settings to auto display. The user where it doesn't display when those boxes are checked the memo will then display. However the user where it displays for them already those boxes are not checked.. so its almost like there is a global setting I'm missing or a setting with Role Maintenance..
