We copy the files to a different location manually, then use a utility to "relink" them... which basically just updates the path stored in the system table.  (I've never used the "Move" feature).

Is this utility in the base program or is it an add-on?

The one I use is private (through the 90-Minds group) but Sage has: Library Master - Utilities - Link Maintenance Utility

Link Maintenance Utility doesn't allow me to select by date range like the Paperless Register Viewer does. 

Correct.  The Private utility doesn't even allow that, but we always keep all registers in the same folder anyways (separating by date is 100% not necessary), so that's not an issue for us.

Why does sage not fix this annoying, slow, frustrating utility??? It takes a lot of time and costs the client a lot of extra money.

I did testing with the Customer Viewer, and it also only will select 8001 files.

Even though I had over 27,000 documents, and clicked "Select All" this is what appeared:

I've never seen that before. Perhaps Sage has updated the utility. In the old days it would just blow up with some kind of "out of memory" error after trying for a long time. If it actually will move these in blocks of 8,000 - I suppose that's an improvement 

I can say that I have used Mr. Speck's utility and it works very well. Perhaps Sage should purchase it from him. Then they could brand it.

I have been moving files in 3 month increments to get around the file count limitation and it's getting the job done ... just very slowly.
