EBWS/Sage Zip Code/Default Country Code Issue

We have completed an upgrade from 2019 Advanced PU4 to 2023 Advanced PU2 but are having issue with bringing in CAN country zip codes. Ebusiness web services/Sage
appears to be appending USA in front of all CAN orders as that was set by Sage as the default in version 2020.

We can't seem to correct this and can't accept CAN orders at this time. We have a workaround to delete the zips from the orders and manually enter them
in Sage. It also appears to just be orders with a different countries on the ship to and bill to.

Ex. CAN bill to USA ship to.
USA bill to CAN ship to.
