Try changing the Unit of Measure on the component item to something other than "EACH" and then I think it will accept the quantity per bill that is a decimal number of less than one.

See Bill of Materials Options, tab [Entry].  Any units of measure that you are using that is keyed here in "Integer Units of Measure" will give you the result of full integer quantity.  Notice that "EACH" is reserved and cannot be changed.  For those items that are using EACH and you want as fractional, change their unit of measure to EA or similiar.
