That I can tell this is specifically affecting clients who are NOT licensed for Sage300 premium and also affecting Canadian clients. For US Payroll I have only seen this come up with clients licensed for Sage300 advanced.

As a programmer, it sounds like a simple bug to me. The payroll expiration dates are a new feature, I think some of them went off early.
