Is there a way to see if the patch is loaded, I am still having problems and unsure what runtime is being used,

I believe this is where you should see if the patch is loaded:

The files in C:\Program Files (x86)\SAP BusinessObjects\Crystal Reports for .NET Framework 4.0\Common\SAP BusinessObjects Enterprise XI 4.0\win32_x86 will have dates of Dec 2013.

Hope that answers your question.

The folder has the date I installed.  Is there a particular date of a file inside it?

I will check with our Crystal expert and get back to you.

It’s normal for the folder to be dated on the day it was installed. But the files’ modified dates should not change. Here’s a screen shot of some of them:
