We did and have the same issue. It is just with one user. User has admin rights.

Copy the keys and settings in [HKEY_LOCAL_MACHINE\SOFTWARE\ACCPAC International, Inc.\ACCPAC\Configuration] to [HKEY_CURRENT_USER\Software\ACCPAC INTERNATIONAL, INC.\ACCPAC\Configuration]

64 bit is HKEY_LOCAL_MACHINE\SOFTWARE\WOW6432Node\ACCPAC International, Inc.\ACCPAC\Configuration

Make sure users have _FULL_ access to the Sage SHARED folder.

This is most likely caused by user's right to access share data folder, so the first step is from user's workstation to open share data folder to verify if user can view all the license files. The next step is to check if the share data folder properties, under Sharing and Security tab, this user has been given proper right.
