Upgrade to 2024 - failed to establish the vault and store databases

This is on my test machine (full local install). I already had 2023 PU4 with the enhanced security set-up. I decided to uninstall 2023 and install 2024. After installation, I go to DB setup and get the above error.

Yes, I can recreate the vault and store databases, but in doing so I lose all my Sage databases. I'm wary of updating anyone else running 2023 SP3 or 4 to 2024 if I need to manually recreate all the databases in Sage DB setup. Is there anyway to restore the sage databases in DB setup?

That's what SQL backups are for.

I have all the SQL databases, it's just the Sage databases in DB setup. I can recreate them there, but this is my test machine and I have a LOT of databases. I was hoping not to have to recreate them all

Did you copy SITE folder from the previous installation to use with the new installation?

Yes, I did try restoring a backed up copy of Site, but it didn't work for me.
