GL Create New Year claims another user is logged in and won't process

Question

Client on Sage 300 v2018. Trying to Create New Year and the message pops up about another user or screen being open. 
 Sage does NOT show any other users logged in and the create new year is the only screen open. 
 I had them have all the other workstations logged out and shutoff. I also had them restart the servers. 
 Same issue. What's stopping the process? 
 
 Any Help Appreciated,

Verify if any restart records exist. 
 If everyone is out of Sage, delete the semaphor.bin file in the site folder. It will be recreated when you start Sage.

I had the same issue. Had to log in as Admin and then it allowed me to do it.
