I assume you mean between the remote client and terminal server. Only keystrokes and screen details are transmitted between client and server so you don't need much bandwidth. If you have speed issues then I would suspect insufficient hardware resources on the terminal server - but you're going to argue that point and blah blah blah.
If the speed issue relates to printing reports then yes, reports do take time to print.
