Did you run the "regacc" while on the workstation as administrator, from the server runtime folder.

yes.but nothing changed

"on a certain computer". Something basic is wrong with it, this isn't a problem on a clean OS.

yeah, but this has happened to several computers in our different clients. Its frustrating to tell a client to format their computers severally for same error. I will be greateful if this gets a solution.

I have many clients and have installed this version many, many times and never seen this error. If you've seen it happen more than once, then I propose there's something wrong with your standard procedures. Like installing to the default C:\Program Files (x86) folder. Or not giving full permissions to the SharedData folder.

Do you get the same error when you open sample data?

Verify what applications and versions and product updates are activated in the database. Make sure all of these are installed on the workstation. Also verify all third-party products and versions are installed on the workstation. When a view opens, not only are the core tables opened, but also any customization and third-party tables.

Are the Sage programs installed local (bad idea) or network? If local, then you need all the modules installed.
