You need to copy the entire ..\SITE folder, too.

good day, copied site folder too, user list is appeared but user authorizations completely gone. what could be the reason?

Users are in the Site folder.  Security Groups are in the System Database.  User Authorizations are either in System database or main database or both (I forget) as table CSAUTH.

Then you missed something simple, I've done this hundreds of times.  Make sure you copied both the Company database and its corresponding System database, plus the entire site folder.

Also make sure the new database name is the same as the old.  User Authorizations are for a specific Company / Database, so if the Sage database ID is different on the new server, the authorizations will still exist but won't be found for that company.
