Its super easy to upload budgets in Sage 300 as the file is relatively flat.

The best way to always start with importing, is to do an export of the information.

Enter one budget and then goto File> export and you should be able to walk through the options.  You can then build your import template from there.  As you become more experienced you will learn what fields you can drop off the imports.
