Go to IC Setup Options, Costing and change Cost Items During to Day End Processing. All your problems will go away, plus some more.

The I/C options table is updated by P/O, O/E, and I/C transactions, it could be dozens of things.  Or day-end processing.

That makes sense.  They were running a fuel macro that imports fuel and runs it through order entry, ic, and ar.  It does it's costing as it posts each transaction.  Unfortunately they want to keep it that way instead of doing their costing during day end processing.  I am sure that is what was causing the conflict.  Thank you both for your help!

Running Day End during posting WILL result in conflicts - I have tested this and can force it to happen without fail, or should I say with fail each time. There is a major flaw in the design of the costing during day end process.
