Order Default on Hold

Question

Our client is running Sage 300 ERP Version 6.0 on SQL Server Platform with the modules - GL,AP,AR,PO and OE. 
 Now the client want a work flow to be created such that once a sales Order is created, it is appproved before it is available for shipment. 
 Is there a work round? Can we default the order to on hold and hide the on hold button to all the other users other than the approver so that approver can log in and turn off on hold once the order is approved and from there the order can be shipment? 
 Other than that is there a way to use an optional field that has to be set before the order is allowed for shipment. 
 Any suggestions on how to achive this will highly be appreciated.

Another option is a trigger on the SQL table: 
CREATE TRIGGER NewOEorder 
 ON OEORDH 
 AFTER Insert 
 AS 
 Update OEORDH 
 Set OEORDH.ONHOLD = 1 
 FROM OEORDH 
 WHERE OEORDH.ORDUNIQ IN (SELECT ORDUNIQ FROM inserted)

Create an OE template: OE Setup, Templates and set the On Hold status. Make this the default template: OE Setup, Options, Processing, Default Template Code. 
Create a UI Profile to hide the On Hold checkbox on the OE screen: open OE Orders and click File, Customize, create a new Working Profile, uncheck [afeOEORDHonhold1] "On Hold", Save and close. 
Assign UI Profiles to users: Administrative Services, Assign UI Profiles.
