Sage 300 ERP Intelligence Reporting 2014 Loading

I'm having a problem to where accpac wants to load intelligence reporting sometimes when one of our users clicks on a module as shown here:

The program remains functional even if we cancel the installation, but this loading is really driving down productivity. There was a few things we tried with the sage team, one of which is running regacc.exe as administrator, loading up a registry 'hack', and added users as power users on the local virtual machine in which none of these worked. Anything else we can try to get rid of this? I believe we used to have 2012, and it worked perfectly.

    Thanks for reminding me Jurgen, I have updated my post with our setup. We also have a terminal server that we use.

    When we upgraded from 2012 to 2014 I noticed that in the local users; domain user had administrative rights so anybody could have switched off the terminal server.... I of course revoked that capability, but now we run into this situation. It might also explain why 2012 ran smoothly. Everybody had administration rights.
