Sage 300 2014 PU3

When a user running via workstation setup tries to open the BI Report Viewer or Report Manager, they get a Launch Error Permission Denied Message.

I found a hotfix for this (66077) but this was only for up to 2014 PU1.  I tried it anyway but with no luck.  If I try running directly on the server it opens fine, but trying on any machine with WS Setup it reports the error. 

Same thing happens if I use the ADMIN user or a standard user.

Server is Windows Server 2012 and workstations are Windows 7

Has anyone else encountered this?
