Yes Dataporter works in a test environment. If your test environment is a different database than production, make sure DataPorter has been activated under the Maintain Companies task. Also, if you haven't perfomed a product registration under your test license, do that as well. Check to make sure the version of Excel and Sage 500 version and compatible with each other(check the compatibility guide.
