Setting up PA Local Tax in Sage 50

I am taking over our payroll in 2020, and although I have done it before ( 5 years ago) I am having a hard time getting it to work! It keeps saying I'm missing the PA LIT 19, but I have added it? Also, when I go into the employee file to show that the new local tax is called LOCAL, there is no drop down to chose form, it defaults to City/Tax. Can anyone help? I'd like to run some "dummy payroll" check runs in the next couple of weeks until 2020 comes around,  to make sure that all my numbers are accurate. Thanks!
