You set up multiple formulas by navigating to File - Payroll Formulas - User Maintained.  I usually found it easiest to copy, paste, and simply change the percentage if that was all that differed between the formulas.

Then you apply those formulas to each employee in the Maintain Employee screen under the Employee Fields tab using the code you assigned during setup.
