There is a problem with BW 2023 Service Pack 3.  I was on the phone with BW on 1/2/24, as I had the same issue.  They are working on the problem.  We finally issued the paychecks and blacked out the vacation and sick leave accruals.

Your issue appears to related a reported issue with the recent service pack SP 17 for V2021 or SP 3 for V2023. There is currently no resolution for this issue at this time.  Our engineers are currently reviewing this issue to come up with a solution/fix.
